The "clobber known files" has its issues with xbstream (fails to clobber) and even with tar - https://bugs.launchpad.net/bugs/1213073
That issue won't present with rsync since rsync is much more filetree hierarchy aware, hence rsync SST is fine here.

Making it configurable should also allow for other files like RPM_UPGRADE_HISTORY etc.
