Bug Description

Since rsync is used with --rsync option, rsync should in
dependencies of Xtrabackup.

This request is similar to bug #1249673 with exactly the same pros and cons. Changing both to Opinion in case someone would like to chime in.

In fact, this request is different from bug #1249673 because unlike qpress, rsync is available in any repository, so making rsync a dependency does not lock users to Percona repositories.

I disagree with them being required packages. Not everyone uses these features. Simply have innobackup check for their existence on the system first, if proper flags are present, and bail immediately if binaries not found, prompting the sysadmin to install them as needed.
