apt-get install percona-xtrabackup should require qpress

Bug Description

I installed xtrabackup as
apt-get install percona-xtrabackup
and it was successful,
but then innobackupex --decompress failed because qpress not found.

We should require qpress package in this case too

Making it a dependency was my original plan, but then a different approach was suggested by Ignacio in a devteam@ discussion:

"I'm having second thoughts on adding qpress as a dependency on our xtrabackup packages, though. I understand that many users install the percona-xtrabackup rpm or deb package directly via download + rpm/dpkg -i, without using our repos. Depending on qpress will have installation fail to all these users, and may ("will") force them to use our repository even if they don't want to. "

I guess it's easy to change, but should we?

We also have to package qpress for all distros, and do it properly as
we're getting XB included in them.

Yes, that reasoning makes sense, particularly when PXB is used without percona repo, ie. with mysql and mariadb installed. But, there is another way around this - ie. to indicate the dependency. Currently, there is no dependency indicated except through docs. One way to do this is with 'Optional Dependencies' option. Both RPM and DEB should support it I think. (in their own ways). One of them even allows to install with opt. dependencies during installation.
