Based on Marko's comments in this bug report http://bugs.mysql.com/bug.php?id=43665, checking for required space wherever needed in different parts of the code would lead to performance regression.
If there really would be any performance regression, I think many users would be more concerned by that rather than the fixes in tablespace management :)
