I'm not sure this should be considered a 'bug'. Ctrl+Q tells the current GUI application to quit, if you're on the desktop when you hit Ctrl+Q it will cause the desktop (nemo-desktop) to quit .. which is precisely what you told it to do.
You can always restart it by opening a terminal with Ctrl+Alt+T, then running:
nohup nemo-desktop
then closing the terminal.
