For now, there is statement on pdregistry.ca that says "The bibliographic record data is licensed under the Creative Commons Attribution license version 2.5. "

This is part of the original pdwiki collaboration agreement, but must be resolved before the site goes live so that the original data is under CC Attribution Canada license version 2.5, but after attribution, all other data is released into the public domain. Right now the bottom of the site states this, but we really don't want to be and/or state that we are licensing data.

Right now we are okay, since site is locked, but need to resolve best path forward asap.
