Comment 1 for bug 699568

I've made a patch adding this capability by extending the ElementList action like:

ElementList(Need,<refdes>,<footprint>,<value>[,ForceUpdate])

With the ForceUpdate flag, the action acts as if the footprint was changed. The replaced element is in the same orientation keyed off the element's mark.
