Comment 0 for bug 1860623

If I use autoreconf before building pcb, I get this error during configure:

config.status: error: po/Makefile.in.in was not created by intltoolize.

It turns out that AM_GNU_GETTEXT is not working in combination with IT_PROG_INTLTOOL.

Please consider to drop usage of AM_GNU_GETTEXT
