polygon not clearing around vias (sometimes)

Bug Description
I was looking at bug # 1746103 when I noticed that sometimes the clearance on the layer 4 power plane isn't drawn around vias.
Actually it appears that when this occurs, the polygon is actually drawn across the entire drawing area, outside of it's limits.
By scrolling left and right, or zooming in and out, you can find views where the polygon clears, then you tap the scroll button left or right, and it doesn't.
