Rendering glitch when executing ChangeClearSize action

Bug Description

When executing the ChangeClearSize action from the command window/status bar (not using the ctrl-k/K shortcuts!), there is a rendering glitch.

I'm not sure exactly what it is, but the polygons or soldermask is *sometimes* drawn three or five times, vacillating between the old and new sizes. It can happen with absolute or relative changes. At some zoom levels, it actually appears to change the zoom level in and out... but not consistently!!

It also appears that sometimes the crosshair position is changed briefly while this action is executing.

I think this is going to be a difficult and frustrating bug to try to find.
