Version 0.11.2 in Debian (and probably some other ones as well) supports configuration file at ~/.pastebinit.xml in the form of:

<pastebinit>
<pastebin>http://paste.debian.net</pastebin>
<author>A pastebinit user</author>
<jabberid><email address hidden></jabberid>
<format>text</format>
</pastebinit>
