I had the same issue when making packages (ebuilds) for Gentoo. I resolved it by making a elementary-backgrounds package which at least includes the cloud background from the jupiter elementary OS release.
These get installed into /usr/share/backgrounds/elementary. Finally I adjusted the gsettings schema to have the cloud background as default, resolving the issue of this bug. (with pantheon-wallpaper depending on elementary-backgrounds)
This approach might help with the ubuntu packages.
