Update: I have confirmed this on a clean install of elementaryos, but is not limited to Files or to pantheon apps, e.g. running "pkexec gedit" in the terminal gave the same error. It is therefore unclear whether this is a bug in Files.

It is possible use sudo but this is less secure.
