There is a dnd_disabled flag which theoretically should always be cleared after being set (it has to be set to enable rubber-banding for example). If this flag gets left in the "disabled" state for some reason it could explain this bug. Ideally a way of reliably producing the bug should be found although if it is a subtle timing issue that might be difficult.
