When no folder is open, and you right-click it, you only have 3 options (New Tab, New Window, New Window as Administrator)...
when a folder is open, you have more options (Documents, Music, Pictures, Videos, Downloads)...
those options should always be available and you should be able to edit which folders you want to appear in the right-click menu.
