I don't know that we necessarily need a formulaic/algorithmic format for advanced search URLs though, since they can really be any combination of things.
How about a bit.ly like thing, where it just gets hashed into some random string?
My primary use of shortened URLs is when I want to show someone else the exact same bug list I'm looking at, ordered in the way that makes sense for the conversation we're having. I do this for things like bug walk-throughs with my team on various projects, and emailing/irc'ing a monstrous link around is a little ugly.
