FWIW, while waiting for this to be hopefully supported in ovn-bgp-agent one day, I've made a super-simple agent that creates L2VNIs for all provider networks, essentially replacing the need for ovn-bgp-agent for this particular use case.

It is obviously very limited and dumb and makes lots of assumptions, but I'm attaching it here in case an ovn-bgp-agent developer should it inspirational, since it does after all do something ovn-bgp-agent is currently incapable of.
