As I previously confirmed the issue, I take the liberty to answer the question: In the upper right part (message list) of the evolution window, the scrollbar behaves as in other applications -- as soon as you approach the scrollbar the "thumb" appears when you are a couple of pixels away. This is different in the lower part (message preview), here the scrollbar appears only when you hover over the scrollbar itself, not if you are still some pixels away. I'll try to make a screenshot showing this.
