The note looks good to me. As for the services to restart, Aodh api is recommended to be run under apache. If So, restarting apache should pick up the change. In cases where its still run as eventlet (in older versions) they will need to restart openstack-aodh-api for centos/RHEL/Suse and aodh-api for ubuntu.
