Hi David,

I just proposed Your patch in gerrit https://review.opendev.org/c/openstack/neutron/+/783743 - please take a look and check if I didn't made any mistake there.
I also added some UT for it.

And I tested Your patch locally - it worked for me and I wasn't able to spoof address anymore with that patch using Your script described in comment #22
