Okay, we definitely still document this: "You must specify vncserver_listen=0.0.0.0 or live migration will not work correctly." Which you can now find here: http://docs.openstack.org/admin-guide/compute-configuring-migrations.html

Marking as incomplete until someone on this thread can offer advice on how to edit this setting appropriately by answering the above question.
