OK I've done some more thorough testing with our nova install in production

Working
oslo.messaging 5.17.1 (with patch[1] to make it work in pike)
amqp 1.4.9
kombu 3.0.33

Not working
oslo.messaging 5.30.6 (with patch[2] to make it work with kombu < 4)
amqp 1.4.9
kombu 3.0.33

Also Not working
oslo.messaging 5.30.6
amqp 2.2.2
kombu 4.1.0

Also not working (ubuntu pike cloud archive packages)
oslo.messaging 5.30.0
amqp 2.1.4
kombu 4.0.2

So to me it looks like an issue in oslo.messaging and makes me start to suspect https://github.com/openstack/oslo.messaging/commit/7e71ac821f4103032afc8eff8007ad48afe49a2c again.
