Ok, it's taking the NIC down which triggers this, steps to reproduce, along with details of my environment:
1. Install fresh devstack on Fedora 20
2. Configure HOST_IP to be an interface you can easily take down (e.g I used the IP of my wireless NIC)
3. Disconnect the NIC so the services can't connect to the broker
4. Boom!
Note this must be a relatively recent thing because it started happening after I recloned devstack yesterday after several weeks of only updating the heat tree.
I'll attach my localrc if that makes any difference (I'm guessing qpid is the only relevant variable here but I'm not certain)
