Multiple tags on the same commit break PBR

We have a similar situation to [1], where multiple tags are assigned to the latest commit in the os-collect-config repo. In this case, we have tags 13.0.0, 12.0.0 and 11.0.2 assigned to commit cc519a7d4844ef7a48ab69abf1d2dd0f90e7bafd.

This breaks installation and even simple "python setup.py --version" when using PBR.
