I get this same error when running the activity Boeing Train Part 1 from
Mullan Pass route. It only affects this one Mullan activity, all others
load. This bug showed up with the 8-14 weekly build. It was not present
in the previous 8-7 weekly build.

Bug description:
  I received this error when trying to run the included activity. atsf_seligman\ACTIVITIES\2-wb_intermodal.act.
  the activity is being run on version 2 of the route. This is the first time this has happened.
