It might be worth checking your anti-virus for any way to exclude your Temp folder, or the Open Rails application (RunActivityLAA.exe in this case), as this kind of error is a common symptom of an AV scanner.
I am guessing that this temporary file is created from the stream of data we provide, and then immediately read back in to the graphics system, so if an anti-virus program were to lock the file while scanning right after the file is created, it could cause this error when the graphics system attempts to read it back in.
