This all looks a bit strange to me and I'm not sure about the causality of the findings presented.
FWIW; in the OpenStack Charms project the Octavia OVN Provider driver is enabled from Victoria onwards, as we have found the Ussuri version to not work properly.
To confirm that it still works I just triggered a successful CI run [0] which deploys a OpenStack Victoria cloud, which includes the 2.13.8-0ubuntu1.2 openvswitch package, and performs an end to end test.
