instructions to encrypt cinder-volumes refer to incorrect service

Bug Description

In http://docs.openstack.org/mitaka/config-reference/block-storage/volume-encryption.html, the user is directed to update cinder.conf, and restart cinder-volume.

Based on the logs and devstack, though, it looks though like its actually cinder-api which needs to be restarted.
