Barbican & Cinder Volume Encryption docs restarts wrong services

The docs [1] describes how to configure cinder to use Barbican as keymanager. After that it guides to restart the cinder-volume service. But this is wrong. It's the cinder-api service that needs to be restarted in order to apply the changed configuraiton.
