    [networking] Backport subnet pools and address scope documents

    Documents on subnet pools and address scopes in the master branch
    are about Mitaka release. There is no reason to backport them.

    Subnet Pools are not a new feature. It has been available since Kilo.
    However, it is under-documented (API docs only). It is a neat and
    simple feature that people are likely to find useful.
