Some of the symptoms here are strikingly similar to those in https://bugs.launchpad.net/openstack-manuals/+bug/1252131 - could the scripts need updating again?

scripts assumes that neutron server & other components are running on same
node , but in our case neutron-server is on controller & network nodes are
different , so not suitable for distributed env , better these scripts shld
be designed to deploy on without considering all in one approch

I have HA setup with two controller nodes and two network nodes and I can confirm neutron-l3-agent resource for pacemaker is not working when neutron-server is on controller nodes and all other neutron services on network nodes.

There should be an option to define neutron-server is running on controller nodes within script.

So, to fix the docs what should be done?

- update the script to enable distributed neutron-server (and is that allowed)?
- document a requirement that neutron-server must be on the network nodes?
