Agree with Stephen.

I've checked and the new config option is in the config reference. I also added a release note to https://wiki.openstack.org/wiki/ReleaseNotes/Icehouse#General_Upgrade_Notes

Since there's existing bugs that address the HA guide's need for an update as a whole, I'm going to close this as fix released.
