I can find only two instances of REMOTE_USER is our docs: http://docs.openstack.org/kilo/config-reference/content/keystone-configuration-file.html and http://docs.openstack.org/admin-guide-cloud/content/keystone-external-auth.html. The original patch should impact neither. Therefore, closing this bug as invalid.
