Quantum Metadata Proxy should be documented

Quantum Metadata Service needs documentation to reflect the changes during the Grizzly cycle.

I did a search for "metadata" and found these:

I checked with the latest from https://github.com/openstack/quantum/blob/master/etc/l3_agent.ini
metadata_host was never used and is now gone - so this should be removed.
metadata_port should be changed to 9697.
With Havana there is an enable_metadata_proxy - but I guess this (and any other havana metadata stuff) can go in a new bug so this one can be back-portable.

There needs to be a new section in "Appendix B. Core config files..." for metadata_agent.ini

    Bug 1099573 Add Quantum metadata proxy documentation

    Document metadata_agent.ini - includes auth_* and admin_* flags needed for
    the Qauntum client as the metadata agent does not seem to be able to read
    these from quantum.conf even though it is on the command line.
    Removed section in advanced config options about the need for additional
    routing as this no longer applies.
