In https://docs.openstack.org/i18n/latest/contributing.html ,
 "translation tools" link page is https://wiki.openstack.org/wiki/I18n/Tools , but
it guides users to go to https://docs.openstack.org/i18n/latest/tools.html .

So "translation tools" link page needs to be changed to https://docs.openstack.org/i18n/latest/tools.html .
