Reason to close a question is missing reason 'This is a bug'

Among the possible reasons to close a question there should be 'This is a bug. Please file one on https://bugs.launchpad.net/openstack/+filebug'

This will require some development to implement "add/remove close reasons" feature.

There will be an implication that if you delete a close reason, then all questions closed with that reason will be reopened.

Also - should we allow >1 close reason per question?

Some close reasons will be static though - one of them being "duplicate".
