Questions closed should show a constructive explanation

Bug Description
When a question is closed, for any reason, there should be a default explanation that provides ideas and suggestions on how to improve them. For example, I noticed that SO has something like the following:
closed as not constructive by (people who closed the question) on (date)
As it currently stands, this question is not a good fit for our Q&A format. We expect answers to be supported by facts, references, or expertise, but this question will likely solicit debate, arguments, polling, or extended discussion. This feature would be good to have.
