Comment 3 for bug 1086248

I am able to reproduce the bug. I am taking a look at the quantum service logs. The service comes up by using the default parameter settings. I am trying to identify why the config settings in the ovs_quantum_plugin.ini is not being picked up the first time quantum-service comes up.
