Every "git fetch" in logs/devstack-gate-setup-workspace-new.txt [1] resulted in:

+ git fetch http://zm01.openstack.org/p/openstack-infra/devstack-gate refs/zuul/master/Z0bd42b29649d4f90b582c083fe02b72d
fatal: Couldn't find remote ref refs/zuul/master/Z0bd42b29649d4f90b582c083fe02b72d

Which ultimately led to errors like:

+ timeout -k 1m 5m git remote update
fatal: Not a git repository (or any parent up to mount parent )
Stopping at filesystem boundary (GIT_DISCOVERY_ACROSS_FILESYSTEM not set).
+ COUNT=3
+ echo 'git remote update failed.'
git remote update failed.
