I'm going to try a different approach here, a partial template. I think we can add a conditional
 <%= render "ovs_neutron_plugin.ini.erb" -%> to the ml2_conf_ini.erb and just pass some additional variables along in the ubuntu case. That should allow this to work as designed by the base neutron folks for ubuntu.
