Ok, thanks Rafael. I think it is a charm bug (I've added the keystone charm). You "should" be able to upgrade keystone to Stein, but leave the keystone charm at 296.
Oddly, there's not a lot of difference between keystone-296 and keystone-300 that would affect the relationship with horizon (the openstack-dashboard), so I'm at a bit of a loss.
It would be good to collect some log files from the openstack-dashboard and keystone and add them here for analysis. i.e. any errors or warnings in either in either.
I could also be changes in the policy files and configs. If you could also copy the /etc/keystone/keystone.conf, policy.json and keystone.policy.yaml files from keystone at keystone-296 and -300 and see what the differences are.
