    Document the os-attach-interfaces compute APIs in v2.1

    The documentation exists in the v2 extension page:
    http://developer.openstack.org/api-ref-compute-v2-ext.html#os-interface
    but not in the V2.1 docs:
    http://developer.openstack.org/api-ref-compute-v2.1.html
    It looks like the wadl file is there, but its not linked from the chapter.
