It really was the case, NOTABUG, but definitely a documentation inconsistency.

While looking into the guide from here:
https://docs.openstack.org/project-deploy-guide/openstack-ansible/latest/deploymenthost.html

I do not see any instruction to install rsync package.

# dnf install https://repos.fedorapeople.org/repos/openstack/openstack-victoria/rdo-release-victoria.el8.rpm
# dnf install git chrony openssh-server python3-devel sudo
# dnf group install "Development Tools"
