Comment 6 for bug 1605742

This is indeed related directly to a bug which was discovered and solved recently. OpenStac-Ansible was not appropriately applying upper-constraints during the repo build process. This was fixed in https://review.openstack.org/346386 (that's the Mitaka backport) and this fix will be released with 13.3.1 due to the SHA bump ( https://review.openstack.org/349535 ) including that fix.
