Bug Description
It would be really cool if Openshot could export the videos based on the encoding quality instead of bitrate presets:
Encoding with CRF means the quality of a two pass encode in about half the time and no need to choose a bitrate that looks good with good compression.
It's already implemented in ffmpeg, in x264 etc. It's basically just an interface change to make it usable! It would be extremely useful as default for many presets!

Hey guys it should be such a simple but yet effective change!
Could you please reconsider implementing it?
To explain: With CRF you basically need neither worry about two pass encoding nor about bitrate settings. You simply set the quality you want (in my experience between 23-25) and it will create a high quality encode. Especially for home use this should probably be the default setting, because users usually just want it to look good at efficient compression rather than have some exact size.
But at least please let me set it!!!
