Firstly I built a 1 row table with many columns. At this point you can resize cells by dragging and dropping borders.
After, I selected all columns and changed text direction in vertical (by table menu accessible by a right-click on the table).
Now I'm cannot resize columns or the row dimension by dragging and dropping borders by mouse.
