I don't get how you have the issue. The data vat_amount comes from the function _get_datas which does force two digits

'vat_amount': '%.2f' %line['vat_amount'],

I have tested the generation of the report on our side, the xml has 2 digits, no issue here. We had this issue for the other reports of l10n_be (hopefully fixed) but I don't think we have it for this one.

I will set as incomplete if you can give me more info about this, otherwise we can close the bug
