I don't really know, I'm using Ubuntu 10.04 and the python-dateutil version is 1.4.1-3
I'm pretty sure it's related to the OS timezone.

Can you try dpkg-reconfigure tzdata and select "Europe" and restart your server to see if it's relevant ?
