Bug Description

It would be handy if the feature of make to execute only necessary build steps, depending on filechanges, could be applied to nmapi.

I would prefer if we would move to MSBuild (xbuild on mono), because it basically makes builds on the .NET Framework easy, especially from Visual Studio. NAnt would add another dependency here. However, last time I looked xbuild just wasn't good enough, which is why we're still using Makefiles. If it works with Mono 2.4 we should move to MSBuild.
