Puede ser...
1. un error de configuracion de sellos, revisa que tengas todo en orden
o
2. que te falte una libreria python para este caso en tu sistema operativo (asumiendo que estes sobre Ubuntu)
ejecuta
sudo apt-get install openssl
y reinicia tu openerp server
